İ deleted all unnecessary files and downloaded rust 4 times but this is still coming to my screen
Anybody can help ?

Uninstall Visual C++ Redistributable for Visual Studio 2015 and reboot your computer, and then reinstall it from this official Microsoft download source.
While you're at it, just to make sure, verify Rust's file integrity in Steam.
Have you tried verifying intigrety of game-cache?
