Same way the U.S. and Koreans can just re-deploy their own artillery anytime it chooses(Assuming that is a condition as hinted in article), it's a gesture of peace, good will and can only be a good thing, lowering tensions and helping towards a calmer peninsula.

they're making gestures that are pretty meaningless considering they have enough medium range missiles to achieve the same effect from pyongyang
past tensions include promising peace on no less than 3 other occasions and starting talks of reunification. I'm not a warhawk, I fully believed the iran deal was a good deal, but what trump has done amounts to nothing by comparison, he's even taking north korea's side on quite a lot of issues with the south and japan which is alarming if not completely treacherous given the stakes. by comparison, this doesn't even begin to hold a candle to the iran deal, nor will the supposed later deal ever as I don't believe trump and his WH has the patience and persistence to make something like that.
