Though not the Koch brothers, as far as I know, we saw a similar campaign against expanded public transit here in Saint Louis. Several years back there was a plan underway to expand the metrolink (local rail travel) from Saint Louis to the downtown area of Saint Charles across the river -- about a thirty minute drive. Saint Charles was (and is) seeing a ton of development, and connecting it directly to the city would have allowed for a lot of money to flow more easily around the city by expanding job access, entertainment, etc to those living in the inner city, many of whom are too poor to afford a vehicle. It would have been a huge economic opportunity that could have started to reverse the fortunes of some of our hardest hit areas, while providing our flourishing areas new workers, money, etc.
A political lobbying group launched a massive campaign against the project. The core message they bombarded the heavily segregated Saint Charles voters with? If you approve this project, black people are going to come over here on the train and steal your TVs, sell drugs to your kids, and spray graffiti on your homes.
The campaign was successful, and the project was tanked.
There's something very wrong with the very rich defining how society should be structured, whether it's Elon Musk or the Koch brothers

Mass transit is more cheap and efficient than everyone using cars (and hurts their bottom line), so instead feed on their racism and you suddenly have a voterbase who does what you want. It's a pretty direct example of institutionalized racism.
Isn't it great having an effectively privatized government, when you're so ludicrously rich that you can influence (bribe) the local, state, and federal goverments?
Money. These are lobbyists hailing from companies who would see reduced profits on the back of public transportation. Oil companies, automobile manufacturing and sales,, private transportation, shipping, rubber/tire lobbies, asphault companies, highway and road construction, etc. These are massive industries with a lot of money and political power, particularly throughout the Midwestern United States. It pays for them to halt progress of this nature.

It's a loop of forcing people to use cars and pay for gas because the mass transit is garbage, which happens because everyone has cars so when they get these proposals for mass transit, they think (or are told through propaganda) "why do we need that, we have cars". Which is obviously fallacious but not to people who have never known anything other than cars in their lives.
How 'bout maximum centralization with public infrastructure projects, so nobody can even think about thinking about thinking about talking shit, lest they get an icepick to the head and brain drunk out of straw

Well basically, it gives people a constant rural mentality transportation wise, which also causes the worst form of urban sprawl (terrible planning being the main reason). They must therefore use cars, causing traffic jams, causing stress. Not to mention that in a large, badly connected city, people become far less responsible than, let's say, a small village. If they make a fuck up no biggie they'll just switch social groups, though in any city such a thing is possible, a badly connected one makes it worse. Not to mention the isolation in the concrete jungle gives people all kinds of issues
It also encourages ghettoization.

Not to mention traffic has a massive effect on trade and health/crime issues. If trucks cant get to their destinations on time, then they lose money by the hour. Or ambulances/cops/firefighters can't get to emergencies which causes damages or deaths. Cities can barely function past a week at most if there was total gridlock.
That whole article is hard to read living in the Nashville area. I drive about 2 hours a day just commuting and it's fucking awful. I'd gladly pay an extra 1% on sales tax for some more options.
