how do i make a oblique circle/cone shape in hammer?

Be aware that, it's a good idea to make them fit a grid so you can rotate them around proper or just kinda default multiple of 15 degree axis'.
What if you want to make the cone hollow?

Cut 1 is on the grid point, luckily. Cut 2 is just 45 degrees. Or you gotta cut whatever angles you may have. I dunno if i wanna recommend 8 or 16 edge circles. You can always use a straight brush and use the transform tool and a rotation helper to get precise angle joins. When done cutting, you just select the vertices in the camera viewport and pull then to the respective centers and merge what needs merging on the top and the bottom. In this case i used the transform tool and had to scale the result -1, then rotate it 90 to make it fit on the the angle cut mirrored. When cutting straight and precise it should fit easier tho.
If all fails you should use a modelling program and create a static_prop.
