I have scripts automatically blocked on all sites unless I explicitly allow it. So on sites I don't frequent such as Time or sites I just don't trust I don't bother enabling it. In Time's case it's probably that the last time I went there I did unblock Javascript but forgot to save that so it reverted this time.

Think of the slowest, most annoying website you've ever been to (normally a news site of some sort).

Now disabled javascript and go to that site and watch the User experience improve drastically
