• Dedicated "Server not responding"

So I've been having an issue for a few months now. We're using soyoustart, we're trying to host more than one server on a Windows 8.1 server. We're able to host one server just fine, BUT trying to host another one on another port like 27515 I even tried setting the clientport using +clientport 27505 and I removed the strange port 27020 being used with -nohltv  The strange thing is, I can connect (I'm not using a local host) and Windows Firewall is disabled. There is no port to forward, all are open. Any suggestions? I've tried a lot of ports instead like 3000, 27025, and 25565 ( I think )
Update: so like one person can connect now but someone else who was able to can't now.. I'm still confused.
Update 2: I can't seem to edit my post, but it seems the only way I can connect is to first open Remote Desktop Connection, THEN I can connect.. this makes no sense and I feel as if something is causing this. What can I do to fix it? Google has failed me..
Are you sure there isnt firewall rules not enabling people to connect on that port?
Windows Firewall is completely disabled, and for some reason I can connect but only if I open a RDP connection first (I think others can if they connect to the main server first)
Anyway we can teamviewer or something maybe i can help out but not sure seems kind of like a unique issue what all have you tried already? Can you try using port 27018 as a test
That port is in use by the first server for... I honestly don't know.. I think RCON but could be mistaken.
