So I really like the concept of War but it could use some more strategy.
A bit later I did this.

You will need:
1-2 Decks
2-4 Friends
Time
Lack of anxiety
I don't know what to call it yet, but give me suggestions down there.
NOTE: In these images, your hand is face-up. This is not a good idea and these cards should go in your hand. This is for visual demonstration only. I only have so many hands.
Setup:
2 Player
Seperate a single deck into reds and blacks.
Separate the reds and blacks from 10, Jack, King, Queen, Ace. Ace>King and Jester should be thrown away like the worthless garbage it is.
Turn the 10+ deck so that it cannot be seen and lay it on the table. Turn it sideways.
The other cards will be in each person's hand. Do not fan them out! (One player has black, other has red).
Shuffle each other's decks.
3-4 Player
Follow the same instructions except use cloves, spades, etc. You might want to use multiple decks as it is no longer distingued by color (Deck A's Hearts and Cloves + Deck B's Diamonds and Spades for 4 Players)

5+ Player
Just use your common sense to scale it up.
How To Play
Here's a quick explanation of how to play.
Any two people need to put down the top card of their hand out.
Which ever player has a lower number card has a choice: to bet or to draw. If the card is the same value, then do a Draw.
Betting
Put the next card down of each hand. This happens when someone is willing to wager that the total of their first card plus this card is greater than the total of the other person's first card as well as the next one.
Betting can be refused by the other person in exchange for a draw.
Winning a bet means that ALL CARDS involved in the bet enter the winner's graveyard. If your rules allow it, the winner can keep their cards at the bottom of their hand to increase the stakes.
If the value is the same, do a Draw.

Spades has won (14 is greater than 9), also Hearts is really bad at betting.
Drawing
Both parties put their top card from their horizontal deck out. This should be random and shuffled.
The larger number wins all cards in the same manner as a bet, although 10+ must go to the graveyard regardless of house rules.
There is a higher chance of victory than a bet, but this means that you run out of horizontal cards. It's also less fun! If you want to discourage drawing, then decrease the number of horizontal cards.
If you no longer have any horizontal cards, then you will have to use your hand. This really sucks.

This worked out much better for Hearts. Know when to bet, people!
How to Play (cont.):
If you only have two players, keep going until all but one has no cards.
The winner of this battle now has to go against the next player. Repeat with the winner of this battle if there is 4+ players. You get the idea.
For a short game, just choose the last battle. This is suggested if you have more than 4 people, but takes some fun out of it if you have friends that go for the best strategy.
Repeat back where you started. Pick any two people and repeat all the steps once more until all cards are stolen by a lucky sucker.

Hearts?! You bastard. Well, I didn't mention that the winner has to foot the bill! Hahahaha. HAHAHHAAA!
So, try it out for yourself. My friends said it's a good game but they are probably lying.
