It's a mod that disables the cooldown between attacks. Pikachu is probably a better example on how ridiculous it can get with tools.

This is like asking why FPS tournaments don't use noclip.
While turbo mode is named after Super Street Fighter II Turbo, the similarity ends at interrupting moves early since PM's allows you to interrupt into almost anything on hit and Melee's unfetters it even further by letting you interrupt anywhere, both of which massively break the game and remove any semblance of balance when taken seriously (but are fun casually and are fantastic for the beyond-human-level nature of TAS videos).
