There's still hope, remember that an enzyme (PETase) was recently discovered to breakdown/eat PET/polyester plastic (which accounts to ~7% of total commodity plastic production). One of these components from the PETase breakdown can be turned back into CO2 and water with the help of another bacteria. Throw that enzyme into the ocean, let it profilerate to breakdown PET in the great garbage patches and microplastics to not only clean up but also help sustain the food chain based upon our plastic waste.
Also remember that most grocers and big-box stores like Kroger, Publix and Walmart support plastic bag recycling. You can find a local place to drop it off at with this tool.
On another note, E-waste is also a major problem utilizing plastic waste. Some manufactures have take back plans to help with e-waste.
Depending upon your municipality, you may have more recycling options than others (Unfortunately here in Atlanta we don't have municipal plastic recycling, only alot of paper and metals recycling). But you can find it with this tool.
You try convince everyone to reuse their plastic bags, see how that goes
