Server is not responding, I can see the server list but not one in particular

So my friends and I have been playing on this Australian server for a few days now:

Rusted Plains 28/06 No Decay.Noob friendly.Fortnightly Wipes 

But today I went to play and while my friends can connect, I can't. I go to "View game info" on Steam and it says "Server is not responding"

I can't ping it or tracert it, but the game loads the server list fine.
I can also connect to other servers perfectly. Which is weird.
Other thing that's weird, both myself and my friend live near each other and have the same ISP on the same tower. He can play, but I can't.

I'm stumped.
