After deleting the unnecessary bones and re-positioning the origin to the spine, whenever I import a weapon it merges itself to the spine bone.

Also, if I attach a bone to the weapon model and weight-paint it, it will move slower than the speed the bone is moving it at.
Copy the arms (with bones) with CTRL+C first and then import the model, after that you paste the arms with CTRL+V and they won't be linked anymore.
Regarding the second problem, it means that it's already weight painted onto another bone so it's following both at the same time, or for lack of a better term, it's only following 50% of each.
