OK lets start at the beginning...
Press enter to bring up chat box
Type into chat box and press enter
If no box appears then you have chat turned off.
From in game press Esc.
Go to Options (the cog shaped symbol along the top of screen)
Go to section called User Interface
Look at the Show Chat line
Turn it ON
