not sure what is causing that but I'm pretty sure my game isn't like that
Your settings must be ultra-high - or a combination of higher-end quality settings that increase the HDR / contrast to stupid levels. I don't have those issues - even in a house with no windows.
turn on ambient occlusion?
Also try launching game in "potato" or "fast" mode?
I had a problem like this once.I remember changing one of the video options (it was a slider one i think) and it changed everything back to like it was.
Don't forget that it may be your monitor settings.
