I notice that this normal map is not in the usual blue-ish color that I normally see in source.
I'd like to ask if this is alright to be used in source or that I have to fix it somehow. If so, how would I do it?

Probably this won't work in source, but you can convert it into a normal map by importing it using VTFedifor and choose the option to make it into a normal map, there you can also modify it's values to your liking, there might be other ways to convert these normal maps but this is the best I know of, since it also turns it into a VTF for you.
Bad Idea. This texture is not a heightmap. That will not generate correct normals. It just bulges based on this present red channel which seems the Y direction.
If you could upload the raw dds or png file with alpha channel i could tell you what to do with it. This jpg doesn't provide info, since it's potentially dicolored by the background color of your image viewer. I'm not guessing this.
Grodbert, thanks for the reply! Unfortunately, I could not test this out due to VTFEdit crashing whenever I start it.

The .dds could not be loaded in Photoshop so I was not able to check if there's an alpha channel, but since that is the original image file that I got from the game. I'll be sending it too.
As for the .tga, I can confirm that the alpha channel exists. Thank you!
Well yes, the dds seems kinda broken.The tga works tho. The normals look kinda rough, but you can shuffle it. Blue -> Red, Alpha -> Green. Fill Blue with 1. That should do the trick. The red channel also seems to be ao and green looks like a specular parameter.
I did the Blue -> Red, Alpha -> Green and the result was a yellow-ish overall texture. No idea, how to do the "Fill Blue with 1". Sorry about that. But what I did is invert the colors in Paint.Net and got the usual blue-ish normals. ( See image below )
