He's obviously asking for an admin mod.
All I can say to you is not to mix ULX and fAdmin. Choose one of those, because they are buggy and exploitable when you use both of em at the same time.
Just use ULX and write your own commands, or download some from the usyless forum.

The best one that I suggest is ULX, as it's most widely supported and has the most features.
If you're looking at fadmin, it's a decent choice; however, it's not as feature-rich as vanilla ULX.
There are also a great deal of ULX addons that you can find on Google, which will enhance your ULX experience.
ULX is really good, combined with Custom Commands, and URS it can be a truely versatile and easy to learn Administrative tool.
And UTime is also a great addition that serverguard as example doesnt support.
