Low FPS with not bad specs

Hello everyone! I hope you can help me find the problem.

So, i have
i7 3770
GTX 1050ti
12Gb RAM 1600MGz
8 years old hdd
And on low settings i often have less than 60fps..
Processor loaded at 30% on average, videocard at 50-60%
temperature is ok
+i play in 1600x900 resolution
How to fix it, because with this specs I should have more FPS
