Governments/Police forces are basically opting for being lazy cunts, when they would rather moralize than do real police-work. That's all that is.
The funny thing about this is that some of the shit these countries do requires far more work
like trying to go out of ones way jail gay people or something is harder to find some twitching druggy in the street and shooting them instead.
I'm sure that's the case, but i mean- Its still easier than having to be restrained, setting up the appropriate networks for actually treating druggies, excesising due diligence, being principled and putting the law in front of ones convictions.
Its a lot easier to just persecute easily convicted offenders with societal pressure against them as a token 'Look, we're actually doing things'- sort of thing. The shitty theocracy and its political base are placated, and the police are filling the prisons so superficially it looks like the system is working.
