Rust stays at about 80-120 fps on populated servers. What components should I change to get more fps?

Unless you have low FPS for some reason, there's nothing worth changing. Maybe your monitor to have a higher refresh rate.
You have to wait for optimization (hopefully happens in 2018). And you could get 32gb of ram, but i'm not sure if it has huge impact,i just read from forums that it might help.
I'm pretty sure rust is cpu intensive but i honestly don't know, just something i've heard around but it seems like you got that sorted
