Agriculture is a pretty big deal in North Korea, because of their perceived need for self-sufficiency. They don't have great geology for it - too mountainous and not very fertile soil - but they place an outsize political importance on farming (sort of like how car manufacturing plays an outsize political role in the US). There's also their lingering communist ideology - farmers are the archetypal "working class", so in any communist (or nominally-communist) nation, you'll see political leaders be seen to be focusing on farming. For instance, Xi Jinping, now the "paramount leader" of China, did his doctoral dissertation on agricultural marketization.
My dyslexia caused me to skip over the word 'Off' in the thread title. I was still able to believe everything I read though.
