Maryland is also know to be one of the locations Russian Intelligence targeted during the 2016 elections, specifically in August of 2016. It is claimed that their systems were not breached.

Maryland is still a blue state so the software must not have been as compromised as it could be. Of course Maryland borders DC so the feds should really get on security in Virginia and Maryland once Putin's friends get flushed out.
Oh, I imagine this was but a testbed state, where they first honed all their tech, tactics, and familiarized themselves with the US response to intrusion of those systems to better improve their technique and find vulnerabilities.

The truth is, not necessarily. Non-computerized hardware voting machines can be tampered with as well. Computerized ones do have a higher risk however in that they can actively hide their own tracks.
