Honestly, shooting at a moving vehicle from a moving vehicle while driving reeks of negligence to me.
It's more about him shooting while there were bystanders around.
Yeah, the first time he opens fire there is a civilian truck right there. Though stopping them from shooting is important I feel like the priority should've been disabling the vehicle so they could get clearer lines of fire.

Did you miss the part where the suspect was constantly firing in broad daylight in a busy street Although it's rare it's not outlandish for police to shoot through their windshield when the situation requires it
Did you miss the bit where his shooting was almost completely ineffective? Shooting wildly in a crowded area with little probability of actually hitting your intended target is negligent. The only time his shooting actually was effective was when they both slowed down and he shot at very close range.

I'm not going to pretend I have all the details clear from watching a shaky bodycam video, myself, but it clearly worked out At some point taking a calculated risk is preferable over letting a maniac wildly shooting out of his car, it's not just the police's stray bullets that can hit bystanders, you know.
He ended the chase, killed one suspect and incapacitated the other. If he had initiated the shooting I'd agree but the perps were shooting at him and the other cruisers, he had to take action and put a stop to it.
Watching the video suspects were shooting wildly many times and could have hit others. It was risky but not terribly unreasonably given the situation. /armchair general
Yeah, I think the price of a windshield is insufficient compared to the lives in multiple police cruisers and potential victims those criminals would harm.
I think what he did was smart and brave. He deserves praise and a medal.
shooting out the tires isn't something that you can really do they didn't have air unit yet and even if they did, they were firing wildly and going to tracking mode would still have them shooting, trying to spike strip would be too risky putting officers downrange where they could more easily be shot it wasn't a great solution, but it was the best solution given the situation at hand

Given the situation I believe this was a smart decision on the officers part. I understand there were civilians around but did the perp care about that? They could have killed any number of innocent civilians with their wild shooting. Overall good job!

Shooting out the tires? Hell no. The dude is driving a cruiser that doubles as a ram. I'm no cop but I'm pretty sure they still go through training to utilize that particular feature effectively.

i'm usually pretty hardline on bad police behavior but this seems fine to me. Did what he had to,chasing people they were shooting guns at him for multiple minutes until he saw an opportunity to try and return some fire on a quiet street, and did so successfully forcing them to end the chase.
you don't pit or ram vehicles that are shooting back at you now you've spun the guys blindly shooting around. at least if they're blindly firing at you, they're shooting at a cop, you pit them and who knows who rounds might go
Well have to let the experts judge if his actions were appropriate but it seems like he at least tried to close the distance before shooting. The risk of letting the criminals keep going in this case probably outweighed the risk of collateral damage. It's hard to see how he could have done anything better in this specific instance.

Sidenote, I wish there existed a proper police simulator somewhere. SWAT 4 modded is good but it's missing police vehicle chases.
Sadly there comes a point where you have to weigh the danger of those creeps running loose vs the danger that apprehending them brings with them. Can't speak for the US, but thankfully these decisions are never taken by those that are in pursuit. It's pretty much impossible to make a rational decision when your max in stress and fight mode.
