I think even Republicans realize that if they actually give Trump the go-ahead on this, then they paint a major target on their own backs as it would be an explicit renouncement of their fundamental responsibility to protect U.S. citizens. Trump is doing this entirely out of his own self-interest, keeping himself in his sugar-daddy's good graces by giving up innocent government employees to Russia simply because Putin has a bone to pick with them. Everyone involved knows that those workers will be killed the moment the Russians get their hands on them, and Trump is seriously entertaining the possibility of betraying those public servants' loyalty to our country by trading their literal lives to Putin just to curry his own personal favor with the guy.
Screw any quintessential "Deal" that Trump thinks he's making here, that's the kind of treachery that can get you friggin' lynched. Trump himself is the prime traitor here, but he and everyone else knows that the Secret Service makes him untouchable. Royal guards are what make kings safe to be tyrants. But Republican politicians? They don't have that absolute level of protection, and I think they understand that mob justice would treat them as the next best target if they support this. It would make them complicit in handing innocent civilians to their deaths just to maintain their own grip on power by in turn appeasing the man who is their "Trump card" (heh) against the Democrats. That moment of "you're supposed to keep us safe, but you'll let us be killed just to maintain control" is quite literally how revolutions start. It's just basic self-defense: once you pose a threat to public safety, all bets are off for your own. If any politician backs Trump on this, they demonstrate they'd happily throw any of our lives away. What makes us care about theirs at that point?

Based on the laws as they are written, it's a guarantee. He's as guilty of high treason as he can possibly be. It's less a matter of 'is his crime severe enough to earn the penalty' and more a matter of 'Does Congress have the balls to impeach him so he can be indicted?'.
That Trump is even considering handing over US citizens to the Kremlin for interrogation is enough in itself to demand that he be immediately deposed. Trump is compromised. He either cannot or will not uphold his sworn oath of office to defend our nation from a foreign aggressor that is, even now, waging war against our nation.
