GTX 1070 & 30-60fps MAX - Help!

Hello! I have a GTX 1070, 16gb ddr4, and an i5 6600k @ 4.7ghz

I am only getting 40-60fps on my game, sometimes as low as 20fps.

I have re(EEEEEEEEEEEEEEEEE)-installed the game but I am still having the same issues.

I have the latest Geforce drivers.

I previously owned an R9 380 (AMD equivilant to the GTX 960 4gb for those of you who don't know) and I had a minimum of 60fps. The 1070 is just about better than a 980ti for comparison.

Please help me! I really enjoy this game but I am tired of having 30fps when entering fights etc.
