If the speed limit can be broken by a bycicle it's probably set too low
30km/h is not really insane to break on a bike, but is a reasonable speed limit under certain circumstances. Granted, 47 which he did is moderately impressive, but still a far cry from what competetive cyclists regularly perform.

If you check the city on Google Maps, you can see that there probably wasn't even a city planner involved back when most of that town was laid out, because the job hadn't been invented yet. Barely a straight line anywhere, very typical of Europe.

Competitive cyclists. Your average joe would struggle to reach 30 on a peak, much less sustain it. 18MPH is laughably slow, we have school zones with speed limits higher than that in my immediate area, and I'm inclined to agree that if you've got a speed limit set that low it needs to be raised 'cause there's no reason a road fit for purpose needs limited that severely.
It's the same here, but 30 km/h zones are very common in residential areas.
Was this record broken purely using the pedal power of the user? I doubt it given the speeds involved. I looked at some of these records and the fasted one listed on Wikipedia that was not done going downhill or using a motor or some bizarre setup was only 144kmh.

50km/h is standard in cities, 30 is for places that require more attention, like near schools, in residential zones, etc. nothing about it is way too low.
If I was to guess, I'd say the ludicrously stricter licensing requirements has far FAR more to do with it than asinine speed limits.

There's a bunch of other factors too, like how this place is more densely populated and as such often has better road maintenance.
It's also much more difficult to get a driving license here, and apparently Germans concentrate more on driving while they do it. (Cars still don't commonly come with cup holders here, iinm.)

Except that when you are driving at 30km/h to get to a full stop (while braking normally) it'd take you 18 meters, around 14 when doing an emergency brake. At 50 km/h you are already at a normal braking distance of 40 meters or ~28 when doing an emergency brake. That's a HUGE distance, especially when you are in a zone with lots of pedestrians. In fact, at 30km/h the distance you cover to get to a full stop is as long as the distance you'd cover when going 50km/h just needing to REACT.
The likelihood of dying in a collision with a car going 30km/h is also way lower than when you are colliding with a car going 50km/h (see chart)

yes, this and the earlier mention - the article I found to cite was written strangely and I mistakenly believed the top speed was that. on a second look it seems like the top speed on a human powered bike is 80mph / 130 kph, but that's still able to break the speed limit

A motor-paced bicycle is just a bike that's paced by another vehicle infront of it. It's not a bicycle with a motor on it, they just ride in the slipstream of the vehicle in-front of them.

That's all well and good, but it's not why german roads are safer than American ones. And it doesn't justify such an excruciatingly slow speed limit, either. Putting a speed limit that low on streets just because there might be pedestrians on them at some point almost screams 'ticket factory' to me.
We don't have any sort of ped V car death epidemic over here despite our higher speed limits. What causes our road fatalities is inattention, usually due to cell phones, and a lack of basic car control owing to our totally laughable licensing requirements.
