I actually don't know if they could. The UN is interesting because it intentionally caps how much money can be donated by a single country. Last I checked, only the US actually donates the maximum, but I don't know if that is still true.
So I don't know how they feel about private individuals donating.
Can't they start a Kickstarter or something?

Remember why UN was made in the first place? To prevent world wars and crisis that could lead into a big conflict or world war. After that they expanded into a lot of stuff, to keep population stable and peaceful. They have done a great job, but on the other hand they haven't. Many civil wars and such that caused a lot of deaths and migrations could have been stopped but the UN has taken a backseat role in actual combat for a long time. UN troops just watch from the side as atrocities happen, and they cant do anything about it.
I think their inaction has led to this, people disregard UN because they never seem to be able to do anything because someone is going to veto it or they just send an angry letter to the said state.
I believe he means that the UN has many new branches that just keep expanding, maybe even more than they can actually handle. That or the problems are just stacking up so high that the old budget just don't do enough.
Isn't $139m pocket change?
