all games are running good only this
Cpu runs at 30-40 %
Gpu runs at 30-35%
whatever i do to the settings its the same
have been like this for year
reinstalled drivers, windows and game
everything else is normally good only this
plz help cuz its frustrating to run this game with this specs on 20-40 fps

Have you tried running the game on different settings from the launcher. I read on Intoxicated's website some favour CPU or GPU more. I have almost no issues running the game, minus the microstutter and I have an AMD FX-4350, 8GB RAM and a 2GB GTX 960. I play on fantastic and just turn the performance settings to around a quarter of the max (I know this seems to effect performance a lot) and have FXAA enabled with max draw and max shader level most other things turned right down and get between 60-100fps depending on the server.
