Goodluck, you're going to have a hard time gathering a steady community; unless you're a popular YouTuber, or is friends with one.
Best thing to do before creating a server is to ensure you have a group of friends who are willing to join your server and help push your server up the list.
To answer your question, just go with the flow. Some people like Vanilla, some like Modded. Go with what you find most enjoying to play with/develop.
