Arthur is legit one of the best PBS kids shows don't @ me.
By the way, I just realized that this show is still going on. Right now, it's on the 21st season, with the latest episode being from last Febuary. I have absolutely no idea what these new episodes are like now. All I know is that a couple of the characters got new voice actors (e.g. Arthur and Brain) probably back in Season 10.

Most companies are still using sound libraries from the 1990s because their royalty-free nature and the accustomed responses people have toward them not only make it so that it's cheap to utilize them (as they're already owned), but elicit a perception that something should sound like that which just cements the usage of said older sounds. (It helps that recording quality back then was already comparable to now at a professional level, so it's one of the few forms of media to not really age significantly.)
Arthur had a really weird habit of parodying mature shows. I think they even had a "South Park" bit recently.
An earlier season even had a homage to Beavis and Butthead, complete with the breathy laughing.
