Read the article. They can't get insurance, which means they can't do the most basic of activities that non-profits and corporations do that would otherwise be covered by a general insurance policy.

Their political lobbying is a tenth of the Bloomberg group alone, and they've always been funded first and foremost by donations from ordinary people.
