Did you NEVER ever installed it, or did you had it once and the nuninstalled it?
Go in to your "garrysmod\addons" folder & search for the addon name. If you find the file try to delete it and restart your game. And after that check for the file again. If it's there again it means you are still subscribed to it and it has been re-downloaded.
or just clear your cache at garrysmod\cache and delete everything inside then restart your game.
I never installed it BEFORE I relized it but then I installed it, tried to disable it but nothing happend so I just uninstalled it but still had it as a skin

Nope it's totally fine to remove the cache folder.
cache = temporary memory
in that goes all the trash you download when joining a server for the first time. Which is probably how you got the skin. Servers give you trash addons, and you keep all of the changes their addons do until you restart gmod.
Thats how its supposed to work. But you should try clearing it manually. for example a DarkRP server replaced a car engine sound of a car i had as addon for myself, after playing on that server everytime in singleplayer the car would have that new sound, until i restarted gmod
LUA and workshop?
Remove the whole cache folder. Not just the workshop one. The cache folder will automatically be readded once you restarted the game so its fine.
