Well that screenshot actually shows the server is running properly. I don't locally host my server but have had an issue with it not appearing in the server list and preventing anyone from connecting to it A simple restart of the server solved my issues. If still unresolved, what error do you get when trying to connect?
If you look at the bottom right of the screen shot, no wifi is going in or out, the server starts fine and then when it gets to that point i cant do anything
Ok, i suspect you need to add a firewall exception for the RustDedicated.exe or possibly open the correct ports within your routers config so the server can communicate with facepunch properly.
I have got my firewall off, it used to be working fine then one day when i was playing on the server it just stoped i tried it on a different computer and it still doesnt work

Yeah phones hot spot usually is too slow to host a server from. I'm sorry man but I'm gonna have to move on from this. Again i suspect a firewall issue in your router. its possible there was a firmware update in it that caused this w/o you taking any action but is hard to say. Good luck.
