When I launch Rast, the next window comes out:

After reinstalling the Steam client, Rast is started, but after restarting the computer, everything is repeated.

Do you have Visual Studio 2015 installed? If so the you probably need to reinstall the Visual C++ Redistributable for Visual Studio 2015. Doing so should resolve your issue. Uninstall the package, reboot, reinstall it and then reboot and try play again. Below is the link to the installer.
