Error: "Couldn't include file ... (File not found)" When I save my lua

I get this error and the lua does not update/refresh.
I have to restart the server everytime I make a change.
How do i fix?

What is the exact filename of it? Is it AddCSLuaFile()'d? What is the length/size of the file?

any file i try to save in notepad++ has this problem, the files are only a couple functions. it worked fine earlier. im going to download new server files with steamcmd and copy my content over to try and fix it

it happens to everything e.g.

Couldn't include file 'lua\autorun\server\sv_rpmod.lua' (File not found) (<nowhere>)
