My dedicated server develops a strange pseudo fps judder after a few days

So I can't figure this out, but my sandbox server begins to get a sort of weird judder that looks like framerate drop. As in, when i am on it and others, it looks like the framerate is stuttering. I have to restart server to fix it. It'll only be using like 5% cpu and not much ram. How can i fix this?

All servers need to be restarted every once in a while. Every server I've ever run has developed the judder after a few days of uptime. Restart the server nightly when there are no users on.
