Server hanging until I hit enter in server console.

I recently purchased a dedicated server for a Gmod server I'll be helping run, unfortunately it seems like the server hangs at random places until I go into the dedicated server, into the server console and hit 'Enter' I'll try to provide as much information as I can as this issue seems pretty unreported.

Server console shows no errors just stops loading things until I hit enter.

A few examples of when this happens (Seems to be super random, but also seems to only happen when I try to do something)
I tried spawning a prop, it then froze for a split second and showed the "Connection Problems - Auto Disconnect in X Seconds" in the top right. When I go into the server console and hit enter, it responds again and spawns the prop with no errors.
When loading into the server, it will stop loading, when I go into the server console and hit enter, it continues to load.
When switching to no clip, yet again, it will freeze show the connection problems error on top right and as soon as I hit enter in the console it continues on.

I've tried running the server as administrator, removed the current launch parameters, cleared the server.cfg and autoexec.cfg and have tried reimporting a few addons.
