The Sims 2 and The Sims 3 are both finished games, however if you want malleable chaos The Sims 3 is your best bet.

We really need a Sims 5 where you get the best of both worlds where its optimized better like in 4 and just content like in 3. With that said, 3 would be my best game.

Sims 2 > Best gameplay, fully featured, Sims look passable, but some problems on modern machines and is crazy easy to corrupt your own saves
Sims 3 > Most content to the point of clutter, sims look like garbage, open world adds a lot of variety, and can become near unplayable if you have all the expansions and don't maintain your saves
Sims 4 > Best looking sims, lacking in content and depth but most polished and easiest to jump into

Sims 3 has an issue nowadays where you have to force vsync for it through your GPU-panel or whatever otherwise it will make your computer try... really really too hard for an old game.

Reminds me of when I put a bunch of blue sims into a town. 3 game years later, the town only had blue and green people in it. I don't know where the green people came from.

I also spent my last save murdering the entire town after inviting them over into an endless party, then trapping them. It's really the only way to play.
