I'm not surprised though, looks like most officials from this administration go '[silence] > it didn't happen > it wasn't illegal'.
TL;DR John Oliver's audience overwhelmed the FCC's servers and to avoid admitting that they couldn't keep their servers up under the flood of Net Neutrality supporters they claimed they were DDOSed.
Pai's corporate masters would have not appreciated headlines and front-page stories talking about how the FCC website crashed because too many people support Net Neutrality.
So does this just mean the FCC doctored the comments?
They didn't doctor them, they ignored them. They also got someone to run bots using people's stolen identities and addresses to run copy-paste 'anti-net neutrality' posts to combat the flood of positive comments.
In other words there were so many pro-NN comments that not only did their website buckle under the strain, not only did they feel the need to get someone to bot their comments to try and at least make it look 'contentious', but it forced them to use their own anti-NN comments as the basis for just completely ignoring public opinion on the matter.

I honestly don't see there ever being a way back from all of this for America. Citizens United Vs. FEC was the death knell for liberty and fair government in your country. And no matter who's in office from here on out, it's only going to get worse. The supreme court justices who were complicit in the legalization of bribery in the United States will be vilified by history - remembered with no less hatred in the long run than Roger B. Taney for Dred Scott.
