How do you bring someone to justice for something this awful? How can they possibly face justice for the damage they've done to the lives of 20,000 people, which seems to be implied includes fully destroying some of their homes and neighbourhoods? Like @Draza~ said, this is basically like trying to prosecute a terrorist - the scale of damage they've done means unless they're basically Jeff Bezos there's no way they'll be able to remotely afford paying back the damages or compensating the victims
