No, first you have to launch thousands of drone strikes in countries you arent at war with and kill tens of thousands of civilians. After that you can get a nobel peace prize. The human rights award isnt up for eligibility until you hit the 20,000 killed threshold.
10 times as many drones strikes as Bush, over 300 civilians dead in collateral damage. If this qualifies as "not killing anyone," we might as well give Bush an award for "not fucking up a war."

400? Youre dreaming. He wasted thoudands alone in Syria. Obama also spent billions on modernizing Nuclear arms, right after he said he'd start working towards a atomic weapon free world. Instead of disassembling bombs and making them less prone to accidents, they just became deadlier and more accurate. But yea, Obama is the greatest president in recent history. All he had to do to earn that title is kill thousands of civilians, create a power vacuum in Iraq, further proliferate nuclear weaponry, and disobey nuclear arms treaties.
The 400 was specifically referring to civilians who died in drone strikes. I wasn't factoring in the Syria bombings.
Just because of the nature of their job I don't think any US president in recent history should get peace prize. Even the most peaceful candidate is still going to let blacksites exist and run black ops.

That's not really a fair comparison because drones weren't as widely used during the Bush era, only starting to replace piloted airstrikes near the end of his term. Obama had 2 full terms with Bush era wars.
