I have set up a private server on my own Windows PC which is great, but I would rather not run a public server from my PC. I have website hosting with hostmonster.com. Are there instructions somewhere on how to set up a public server on online hosting?

well you said "website hosting" aka Webhosting. Which is for websites only, not gameservers.
If you got a VPS with them sure, but keep in mind that they offer you shared ressources(CPU/RAM).
Rust needs a lot of RAM and CPU, so you will need a VPS with dedicated ressources otherwise they will shutdown your VPS if it hurts other customers ressources.
If you got a strong enough VPS/DEDServer you can get started by installing Ubuntu/Debian and follow these instructions:
