If I was one of those guys, i'd sign it but in a fictional name so if they call me out on breaking the NDA I can say that I never signed it.

I can't imagine an NDA within the government can be legally binding, he's just hoping it cows officials into submission rather than expose the administration's dirt.

It doesn't matter what you sign it as, contracts have the identity of the applicable parties written in the contract you can legally sign a contract with an x if you want, it wont change its validity.
