Ironically, because of the fact that Valve literally doesn't give a shit about anything, they might actually end up accidentally making a good platform in terms of the stupid shit you can do on it.
I'd be surprised if this dents Twitch at all. They have so much control over the streaming market that Twitch may as well be a synonym for streaming.
If the International is stream this way and other event's it could.
If anyone can battle with Twitch on streaming it's Steam. Every gaming PC on the planet already has the client installed. All Steam needs to do is make a decent mobile app for it and they've got a good chance.
To be fair, Steam is one of the biggest companies out there for strictly gaming distribution. As huge as Twitch (Amazon) is, Steam isn't exactly small.
that being said, Amazon is so massive that Steam does look like a child.
It's more about how big Twitch's userbase is compared to its competitors. It's pretty much the same problem as YouTube.
Sure, Valve can host their tournaments on Steam.TV and it'll be really easy to watch, but not many people are going to give it a chance for their own streams because everyone knows most of the viewers are on Twitch.
Some of the alternatives like Hitbox.tv and Mixer are out there and AFAIK provide better service than Twitch, but are still behind in users. I myself as a small-time streamer have given up on the alternatives because at least on Twitch I get a few viewers once in a while. On other platforms I get nothing.

ehhh.... twitch is nice because it's a platform you can build on too. 3rd party intergrations and the ability to support an API are some of the things valve is not great at

Steam really should expand onto Android anyway. A lot of titles on the platform are available for phones too already, and it'd be great if they at least gave devs the option to make it 'buy once play anywhere' there also.
They'd have to finally make a native-ish app instead of the current web browser abomination that doesn't work half the time and has horrible UX, though.
With all this talk about Twitch titty streamers, I have to say. Steam is going to win the porn-stream arms race. Want to know why?

What this means in plain English is that porn games are going to be allowed, along with just about anything else. Can you imagine how lax this shit'll be? Nobody on the mod-team is going to bat an eye over cat tits, so they won't be looking for anything porno-y at all being streamed, and given that there's no regulation on Steam games, I betcha someone could find an idler flash game that's been resold for a dollar, and have the "facecam" that's actually pointed directly at a web-browser take up almost the entire screen.

In other news, valve do have support for using RTMP on their backend for a stream ingest. However it's limited to the store broadcast beta, so only steamworks partners with store pages really have any access to it. And it actually seems to be doing quite well. Updates rolling for the store streams every so often.

If it's is promoted out into what could be steam.tv, it won't be taken any seriously for professional streaming unless there was some monetary involvement in paying streamers, and not in steam wallet funds
Not sure if stream.tv will be a Twitch alternative or if it will just be for their tournaments.
A Twitch competitor would be really nice, especially with all the shit Twitch is doing but even Steam will be having a hard time if they try to be one.
There is also a ton of already established integration and whatnot that you would need to offer almost day1 to be even considered by many people to switch.
My main gripe with Twitch is just all their half assed implementations. See the latest design.
Nobody there seems to make sure it is actually usable. Then there is the shit with removing useful features, like messages, just because reasons.
