This is beautiful, I like it a lot.
That's not really true, at least not in cases like this. There are so many rhythms, pitches, tempos, dynamics and instruments in music that there are a staggering number of combinations.
Yeah this has been somewhat known for a while, just before MGS4 came out. It's also the reason why any game post MGS3 aren't using the theme anymore, since they were afraid potential legal action may happen, and instead opted in to use a vaguely similar motif dubbed 'Metal Gear Saga' https://www.youtube.com/watch?v=uhRw3nE67aw
A lot of MGS is wholly unoriginal, I mean hell the fucking plot outline and main character is ripped straight from Escape From New York. MGS1 might as well be called Escape From Shadow Moses, John Carpenter certainly thought so although he - thankfully for both our continued enjoyment of the series and Kojimas sake - he called off the studio that thought they had a case from pursuing legal action simply because he liked Kojima personally. Once again its a case of where its a little too much on the nose, too similar to be just tributary.
Also a lot of people were throwing blame at Kojima and Harry Gregson Williams of plagiarising, but the original MGS theme was composed by a random member of the Konami Sound Team. Kojima had no idea it was heavily "inspired" by this work, and Williams didn't work on the franchise until MGS2. Indeed. Among the casualties of games that dropped it at that time was Super Smash Bros. Brawl, which according to unused song ids, would have included not only a regular version (hard to say if it would be remixed or not, possibly was intended to be), but also a port of the Beatmania version.

One thing that must be said for the Soviets is that they produced some of the absolute finest composers and music of history. Their national anthem is sublime, as is a lot of other stuff. Tchaikovsky and a lot of Stravinsky/Rachmaninoff is before that time, but it does seem that Russia have a penchant for creating some damn fine sounds.
New theme was good though and used some of the newer bits in MGS3 very well to morph out a new track. I remember waiting and waiting for the old theme top pop up and give an epic kick to an epic scene, but this one did it instead and it actually worked well enough! Fuck. Just bought MH:W but i guess i'm replaying all of MGS now. Yeah. i fucking am. Haven't completed MGS 1-4 since 2012 or something like that. Used to speedrun MGS2 like 5 times a day when i was a poor kid without cash for new games.

It would've been amazing if Kojima managed to get the license to use this song for MGS5 or made an agreement that let him bring back the MGS theme, it would've been a great way to send off the series Even using 'The Best Is Yet To Come' would've been just as amazing
isn't it more accurate to say that they sampled it rather than they stole it?
Sampling would be taking small recordings of Georgy Siridov's composition and using it in the MGS theme. It's neither sampling or covering because it's still a very different song, but the melody's close enough and even in the same key. I imagine they didn't want to take any chances so they just stopped using it

There's a lot of cases like this, where some music in one source of media is almost directly copied from another source, whether that's deliberately or completely not the intention at all. My favorite most recent example is actually how a melody in a track from FFXV sounds pretty much EXACTLY like the Elder Scrolls theme, just with the ending few notes changed.

Like, it sounds very vaguely similar but TBH if you never told me I wouldn't have noticed. I don't really see how this could count as plagiarism or something.
Have you listened to the whole thing? I sent it without context to some of my friends who never played MGS and they could recognize it.
