Because that's what the Soviets wanted. They wanted the US to start shooting and then either out of fear or because of pressure from fearful allies, the US wouldn't enter the Black Seas again.

Giving a bit more context: The United States was entering Soviet waters, including territorial lines, multiple times, and the Soviets originally were trying to make contact via radio, but the Soviet ships were a bit of... Age. Thus, they couldn't get a direct contact, and thought that the US Ships were just being overly aggressive, and because of this, they began to do bumping. This wasn't like the Bering Straits btw, it was within the Black Sea.
The US ship in the first one's just like "What was that? Did we hit something?"
