Well, that's me told. I've never seen the term used outside of describing parts of the US.
Then again, about four or five years ago I noticed "mist your yard with vinegar to dissipate chemtrails" videos popping up from Europeans, meaning the stupidity had spread outside of the US.

It's a uniquely american term, maybe, but the concept exists pretty much everywhere. All the colored parts voted for the most religious party in the country back in 2010.
