DarkRP simplerr error + fpp error + Various other errors

Im getting this error and I have no idea what to do about it

it also removes all jobs exept for the ones in the jobrelated.lua file in the gamemode directory
Another FPP error

Which happens when I try to update, Create, or remove the ULX Adverts

Does it have anything to do with ULIB in the db?

Should I delete the ULIB_BANS in the DB?
Because it seems like that is whats causing problems. People on the fourms have said "You have a corrupted ban file" and that seemed to be the fix. But it isint.
Any help would be greatly appriciated
