• Constant stutters in games?

In a lot of games (For example, tf2 and fortnite) i'm getting tons of stutters. I can't reach 144fps and theres constant microfreezes. Specs: 8gb Ram i5 6500 clocked at 3292 MHz GTX 1070ti Openhardware monitor says 45-51 Celsius at all times for the cpu. My room has AC too so I don't think it's thermals. I've updated drivers. I checked my pc power settings, it's set to high performance. Any ideas?
Just to rule things out, you haven't got any pending updates in Windows Update? It's probably not that, but it's just in case it's trying to do it in the background. Do you have any antivirus software installed? Possibly the real-time file scanning could be causing issues Another thing to check is Task Manager to see if anything's using a lot of CPU. And the last thing is to try disabling Steam Overlay because sometimes that can cause issues.
Try using MSI Afterburner with frametimes activated and see what your frametimes are

Do you have Logitech Gaming Software installed? If you do, try closing that and see if it makes a difference. For whatever reason I was getting constant stuttering every 5-10 seconds in games. I finally got to the point where I turned off everything running in the background, and weirdly enough it was Logitech's program.
This is why I generally like to have the minimal amount of programs running as possible, especially when gaming.
I usually don’t have anything running. I think my professor is acting up though. I’ve got an i5 6500 and it’s always 100% in games
I have i5 3470 and similar issue. Some select programs like Overwatch and Steam broadcast window just randomly max out processor and cause stuttering, despite them being well within the recommended specs. A friend is speculating it could be caused by a spectre/meltdown patch but I don't know anything about that.
