The HV556 ammo VS Normal 556 Ammo // I still don't get it

I've seen countless reddit posts, steam discussions, other forums, but I don't feel like I got the answer. To what question? Well, should I use it? In what weapon and so on... Some people say it's sh1t, the numbers say in most weapons HV is better than normal but in game it feels so sh1t...
If anyone has any definite explanation I'd appreciate it, granted I doubt I can get more information than what I already got, literally only have the hope for it.
Or you know, if the majority says: "Just use normal" then I'll just do so.
My doubt came to me as I read the tooltip, seemed to me it was a direct upgrade from normal rounds however the damage didn't 100% add up.
Normal 5.56 you deal *for example* 30 DMG from 150 meters
HV 5.56 you deal *for example* 35 DMG from 150 meters becouse bullet is not loosing too much DMG over long distances and dont "fall" too much

The HV 5.56 Rifle Ammo can be used by all 5.56 rifles, including the Assault Rifle and LR-300. This ammo type has a higher velocity and drops off at a farther distance than standard 5.56.
Previously this article listed damage differences with the high
velocity round and the standard 5.56 round, however that information is
outdated. Damage between the high velocity round and the standard round
is exactly the same.
I used to believe that the Hv was longer range and a little less damage but that changed a while ago (I believe), I use a bolti and hv for long range sniping and normal for M249 short range killing.
