There's a rail crossing on the right side of the video. At 0:16, you can see a truck go over it at a much more reasonable speed, and notice how much it drops down crossing over it. The Tesla driver, either ignorant of the rail crossing or very confident in his vehicle took it at a speed that probably exceeds the local speed limit by a factor of two.

Some are, but not all. It varies crossing-to-crossing. Though, in this case, it does appear that the crossing was a bit proud of the normal road surface.
Ive actually been a witness to something like this happening, literally happening right next to me. The guy fucking BOOKS IT while im going slow on the tracks and he flies into the air and lands hard. Not quite as hard as the video did but he probably did damage.
