Why don't you tell the author about the broken link? No one here can do anything.

Ok, I checked out this Trakpak thing, and it appears that you don't even need the dropbox download, because it contains the EXACT SAME FILES as the workshop addon. So just download the workshop addon and extract it.

Using the exact prefabs from that archive isn't the only path forward. You could just decompile a map that used the prefabs to figure out the entity logic and make new prefabs.
If that's too much effort for you, message the addon author and tell them to update their Dropbox link.
